Chief Financial Officer (CFO)
Salary: Grade: E1/T.A.S. K level 19 @ Total Cost to company negotiable between R1.7M and R2.43M

PURPOSE: To provide strategic financial leadership, management, control and oversight, ensuring that the municipal entity’s financial systems, processes, policies, controls and reporting are fully compliant with the MFMA and other regulatory frameworks, supporting sustainable service delivery and good governance. The CFO supports the Accounting Officer / MD / Board in achieving the entity’s financial sustainability, integrity, accountability, and risk management across the institution.
MINIMUM QUALIFICATIONS AND EXPERIENCE
- B-Degree/ Tertiary qualification in Accounting, Finance or related discipline at NQF Level 8.
- Postgraduate qualification and/or professional accreditation (CA(SA), CIMA, ACCA or equivalent) will serve as a strong advantage.
- Minimum 10 years’ experience in financial management environment, of which 5 years must have been served at a senior Financial management level preferably in the public transport, infrastructure, or municipal services sector will serve as a strong advantage.
- In-depth knowledge of municipal law, Companies Act; King IV; procurement legislation, MFMA, PPPFA, PAJA, PAIA.
- Demonstrable knowledge of MFMA, GRAP, and SCM frameworks.
- Proven experience in risk management and compliance, including fraud prevention, irregular expenditure, revenue leakage, and procurement disputes.
- Proven ability to lead financial turnaround initiatives and develop sustainable funding models within a complex municipal entity.
- Proficiency in ERP, SAP or automated financial systems modernisation.
- Experience in the public transport, infrastructure, or municipal services sector will serve as a strong advantage.
KEY PERFORMANCE AREAS ARE BUT NOT LIMITED TO THE FOLLOWING:
A. Provide Strategic Financial Leadership and advice:
- Advise the Managing Director, Board, and EMT on financial strategy, budgeting, and sustainability.
- Lead long-term financial planning and risk management processes.
- Align the financial strategy with the municipal entity’s strategic goals and Integrated Development Plan (IDP).
B. Financial Management and Reporting
- Oversee all financial accounting, management accounting, and reporting functions.
- Ensure compliance with GRAP standards and MFMA reporting requirements.
- Prepare and present financial statements, monthly, quarterly, and annual reports.
C. Supply Chain Management (SCM)
- Ensure SCM processes comply with the MFMA, National Treasury Regulations, and related frameworks.
- Oversee the implementation and maintenance of SCM policies.
- Ensure proper governance, transparency, and accountability in procurement.
D. Budgeting and Financial Planning
- Lead the preparation of credible annual and medium-term budgets (MTREF).
- Monitor budget performance and ensure corrective actions where required.
- Align budgets with service delivery objectives and cost efficiency.
E. Governance, Risk, and Compliance
- Establish and maintain sound internal control systems.
- Ensure compliance with all legislative and regulatory requirements.
- Manage risk, fraud prevention, and anti-corruption strategies.
F. Human Capital and Departmental Leadership
- Lead, develop, and mentor a high-performing finance team.
- Promote a culture of performance, accountability, and continuous improvement.
G. Stakeholder and Board Relations
- Serve as primary liaison with National and Provincial Treasury, Auditor-General, and relevant oversight structures.
- Prepare financial presentations and reports for the Board of Directors and committees.
