SUPPLY CHAIN MANAGER
 
Our client has an exciting opportunity for a Supply Chain Manager to join their team
The main purpose of the position is to ensure that the Supply Chain Management functions of the organization are effectively managed within the municipal legislative framework so that best practice may be achieved in supply chain management applying sound corporate governance structures.
 
Key Responsibilities & Performance Areas:
 
Implement and regularly update the Supply Chain Management Policy
Management of the Supply Chain Management function;
Manage a small team of professionals;
Ensure that Supplier and Service Provider Contracts are in place;
Serve on Bid Committee/s;
Monthly; Quarterly; Bi-annual and Annual Supply Chain Reporting;
Project insurance administration oversight;
Establish robust; compliant and reliable controls in order to meet audit objectives;
Mitigate SCM risks promptly to ensure stability;
Approach problem solving and continuous improvements strategically in order to meet key performance objectives organisationally and individually;
Lead cross Business Unit planning;
Management of the procurement planning process;
Management of the process of quarterly service provider assessments by Project Managers; and Contract management.
At least an National Diploma/Degree qualification in Finance, Accounting, Public Finance Management, Supply Chain Management/Procurement, Logistics or equivalent;
 
A relevant post-graduate degree will be advantageous;
3 years’ experience in a Managerial role within an Supply Chain Management environment;
5 years’ work experience in a role related to supply chain management/ procurement in the public sector;
Competency with National Treasury MFMA minimum competency qualification (NQF6) is a requirement of the post and must be obtained within 18 months of date of appointment;and
Possessing a valid driver’s license and having a reliable transport would be advantageous.

Thorough Knowledge and understanding of the SCM appropriate legislative and regulatory frameworks in the Local Government Sector;

Financial and performance reporting;
Risk and change management;
Project management;
Experience/exposure to municipal legislation, policy and implementation;
Stakeholder relations;
Supply chain management; and
Audit and assurance.
