Job Purpose
To oversee and provide strategic leadership to the Operations, service delivery and the management of the company asset portfolio in a cost efficient and optimal manner.
Qualifications and Competencies
- Honours Degree or Equivalent in Engineering
- A Master’s Degree in Engineering and/or a postgraduate qualification in management administration or business leadership will be an added advantage
- 10 years’ relevant experience, of which at least 4 years should in a Senior Management role
- Experience in property and business management industries dealing with large scale, multi-purpose developments
- Customer service experience
- Professional registration required: ECSA – Pr Eng or Pr Tech Eng
- Code EB Driver’s License
- Experience in project management and maintenance management.
- Systems thinking and cost awareness.
- Technical report writing and presentation skills.
- Computer literacy (Ms Word and Excel).
- Understanding of the Public Finance Management Act (PFMA).
- Working knowledge of Occupational Health and Safety Act (OHSA).
- Experience in contract management and management of SLAs.

Key Performance Areas
Oversee operations and maintenance of facilities
- Provide direction and oversee efficient management of Facilities and Maintenance operations
- Oversee energy and utilities functions within the organisation.
- Contain costs and provide reliable supply of utilities to company and tenants
- Oversee relationship with the local Municipality in terms of supply of utilities, registration of new utility accounts and other related matters
- Provide leadership in the management of transition from construction to operation phases of new developments
- Oversee all operational aspects of the organisations properties and facilities
- Provide direction, leadership and guidance, effective security services, soft and hard maintenance services to stakeholders
- Oversee delivery of service to organisation and stakeholders
- Maintain good stakeholder relationships and protect the greater interests of the organisation.
- Oversee lean, efficient and cost effectiveness operations of the organisations facilities
- Review risk management plan and business continuity plan for the division
- Oversee implementation of action plans for mitigation of risks in various areas of the organisation’s facilities
- Provide leadership in the management of the security of the organisations property zones, facilities and land holdings
- Oversee the functions of the Operations’ forums
Oversee management of Organisation Assets
- Provide leadership and guidance to ensure agility in resolution of challenges in operation of the various asset classes of the organisation.
- Provide leadership and guidance to physical asset management functions within the organisation.
- Provide leadership and guidance to asset management multi-disciplinary team and the asset management steering committee (AMSC)
- Supervise and monitor the completeness and accuracy of asset register, in terms of entries, updates and disposals
- Provide leadership and guidance to interim and annual verification of assets, which include re-assessment of useful life of assets
- Oversee the asset management value chain, ensuring sound technical treatment of assets
- Monitor and oversee lifecycle management of assets
- Oversee the disposal of assets and presentation of disposal memos to EXCO
- Oversee measuring, monitoring and management of lifecycle cost of assets
- Review and approve draft asset care policy and other related policies, and present to EXCO and Board Committees for approval
- Collaborate with the CFO with regards to financial and technical treatment of assets within the organisation.
- Oversee the recording and update of asset register on impairment, useful life, and other parameters for assets
- Oversee recording and reporting on incidents, ensuring accuracy and validity
- Review and present progress reports to EXCO and Audit and Risk Committee on status of incidents and insurance claims
- Present progress reports for EXCO and Audit and Risk Committee packs
Strategic leadership and management
- Provide leadership to the Assets and Operations division during the development of the organisations strategic plans and annual performance plans
- Oversee the formulation, review and implementation of relevant strategies and policies within the division
- Lead strategic alliances with external stakeholders like Airports Company South Africa, the Municipality, regulatory bodies and other external institutions to ensure support for the organisations assets and operations
- Define medium and long term vision for the effective management of the organisations assets
- Provide leadership in terms of support of the rollout of energy security projects/initiatives as supported by the organisations energy management policy
- Provide executive summary of the division’s performance within the organisations annual report
- Provide quarterly progress reports on the divisions’ performance against the Annual Performance Plan
Financial, Procurement and Contract Management
- Provide leadership and guidance in the preparation of annual budgets for Assets and Operations
- Oversee implementation of the Procurement Plan and expenditure against the approved budget
- Review and approve submissions for payment ensuring accuracy; completeness and validity
- Review and approve or recommend submissions for variations of contracts
- Approve/sign new contracts on behalf of the organisation in line with the delegation of authority
- Oversee the resolution of legal and contractual challenges in liaison with legal office and relevant managers
- Investigate and report any irregular expenditure arising from operational contracts within the division
- Investigate and report any wasteful and fruitless expenditure arising from operational contracts within the division
- Provide leadership in ensuring cost efficiency in the provision of utilities and operations
People and Performance Management
- Hold divisional meetings to support and motivate staff to perform at optimum level
- Oversee and support recruitment processes for approved positions within the division
- Support training and development of skills for staff members in support of the strategic objectives of the organisation.
- Maintain Performance Agreements and conduct Performance Assessments for staff timeously
- Oversee the ownership and continuous monitoring of Annual Performance Plan and related targets by all managers in the division.
- Provide leadership that demonstrates the values of the organisatiion.
