Purpose of the post:
To provide human resources management services within the Department.
Description of tasks:
Implementation and co-ordination of recruitment and selection:
Implement HR provision in line with approved policies
Conduct recruitment and selection of candidates
Prepare adverts and facilitate advertising on selected media
Coordinate the approval process for the selection committee
Facilitate the approval of requisition form for filling of vacancies
Schedule appointments for interviews and prepare interview packs
Serve as secretariat during interviews
Draft submission for the approval of the recommended candidate
Verification of qualifications, and maintenance of pre- employment screening
Process appointments, transfers, terminations and absorptions
Provides support on identification of deviations and trends.
Monitor employees’ movement and arrange the exit process.
Coordinate induction and oversee logistical arrangements
Implement conditions of service and service benefits:
Capture and update employee’s conditions of services (housing, medical, injury on duty, long service recognition, overtime, relocation, pension, allowances grade progression, etc)
Administer and resolve human resource queries
Leave administration and audit
Payment of allowances including verifications of over and underpayments
Human resource administration:
Compile human resource information as per approved establishment
Provide leave information on the Annual Report
Compile reports with regard to conditions of service
Provide inputs during policy reviews and develop procedures based on approved
policies
Ensure that all approved transactions are filed accordingly. Conduct auditing of records for employees to confirm that documents are filed per checklist
Facilitate payment of service providers
Provide human resources advisory services/ Consultations:
Monitor new employees in the department after the first month in line with the induction process
Report concerns and /or feedback the supervisor
Identify problems and opportunities in the programmes and report to the supervisor
Competencies, Knowledge and Skills:
Knowledge of PERSAL system would be an added advantage
Knowledge and understanding of Public Service Regulations, PFMA
HR process, policies and procedures

Minimum qualification and experience requirements:
A National Diploma or Degree NQF level 6 in Human Resources Management / Human Resources Development / Industrial Psychology / Public Management / Administration / Operations Management / Labour Relations / Social Sciences / Management Services or other related qualifications
1 year experience within Human Resources Management / Development / Employee Relations / Industrial Psychology / Public Management or Administration
