Senior Finance Manager (5yr Fixed Term Contract) – Pretoria
Salary: up to R1,024,723.92 pa
 
Minimum Requirements and Experience:
Qualification:
    • Qualified Chartered Accountant CA (South Africa)
 
Experience:
    • A minimum of 3 years’ proven experience in managerial capacity is required.
    • A minimum of 3 years’ post-articles experience in a financial management environment is required.
    • Experience within the public sector or a public entity environment will be advantageous.
    • Experience in financial systems such as Pastel
    • Evolution and VIP Payroll will be advantageous.
 
Skills and knowledge:
    • Advanced knowledge and application of Standards of GRAP and public sector financial reporting requirements.
    • Sound knowledge of:
        • The Public Finance Management Act (PFMA)
        • Treasury Regulations
        • Preferential Procurement Policy Framework Act (PPPFA)
        • SCM prescripts and other legislation applicable to public entities.
    • Knowledge of taxation legislation and statutory compliance requirements, including PAYE, UIF, SDL, VAT and SARS submissions.
    • Strong financial management, budgeting, cash flow management and financial reporting skills.
    • Knowledge of internal controls, risk management, audit processes and governance frameworks.
    • Ability to prepare Annual Financial Statements and statutory reports in accordance with applicable legislation and accounting standards.
    • Strong analytical, problem-solving and decision-making skills.
    • Good leadership, people management, coaching and performance management skills.
    • Strong communication, stakeholder management and report-writing skills.
    • Proficiency in financial systems, Microsoft Excel and financial reporting tools
 
Key Performance Areas:
    • Manage the full financial management function, including debtors, creditors, payroll, cash flow and asset management.
    • Review and approve monthly financial reconciliations prepared by subordinates.
    • Assist in the development and review of financial strategies, policies and procedures.
    • Implement and monitor financial policies, procedures and internal controls.
    • Assess existing financial processes and implement improvements where necessary.
    • Assist the Chief Financial Officer with strategic planning, budgeting and financial forecasting processes
    • Provide accurate, relevant and value-adding financial management information and reports.
    • Manage month-end and year-end closure processes, including the review of the Income Statement and Balance Sheet.
    • Prepare and submit statutory returns and compliance requirements, including SARS submissions.
    • Provide financial support and advisory services to departments within the entity.
    • Review quarterly financial reports submitted to National Treasury and the Department of Sport, Arts and Culture.
    • Prepare annual financial statements in accordance with applicable legislation and Standards of GRAP.
    • Coordinate internal and external audit processes and engage with relevant stakeholders
    • Review and approve project costings and completed projects.
    • Manage service provider contracts relating to the finance function.
    • Manage, supervise and develop the finance team, including recruitment, performance management and coaching.
    • Responsible for organizing, monitoring and controlling the effective utilization of financial, physical and human resources within the finance department of The Company, including the management of operational budgets, cash flow, financial systems, assets and finance personnel, to ensure efficient service delivery, sound financial management, compliance with legislative requirements and the achievement of organizational objectives.
    • To provide strategic financial management, governance, compliance, reporting, budgeting, treasury, and operational finance oversight to The Company in support of clean administration, sound financial sustainability, PFMA and GRAP compliance, and effective service delivery in alignment with the entity’s strategic objectives.
    • To manage and control the operational budget of The Company, together with departmental managers, ensuring sound financial management and budget compliance.
