Key Job Responsibilities:
Contributes as a member of the executive management team
Formulate and direct the Entity’s financial strategy and ensure its implementation
Ensure compliance with statutory budgetary reporting requirements
Prepare, co-ordinate and analyse financial statements and reports
Align finance with business initiatives and business objectives
Review and develop financial systems and policies to ensure sound governance and internal control systems across the organisation
Review cost structures and management practices of the organisation and identify areas for change and improvement
Develop, monitor and oversee the management of operational and capital expenditure, budget across the organisation to ensure the most effective utilisation of financial resources and maintain costs within budget
Responsible for the cashflow management to ensure availability of funds to meet the needs of the organization
Effective management of trade receivables to ensure collected on or before due dates in line with debtors management and collection policies
Responsible for the financial administration process of grants, ensuring compliance with the grants conditions and efficiently meeting the needs of the principal investigators
Responsible for the Facilities of the organization, ensuring that the infrastructure and services are kept at an optimal level
Ensure the timely submission of accurate financial information to internal and external auditors, facilitate the resolution of audit findings, and promote compliance with legislative and governance requirements
Direct and oversee financial planning, budgeting, accounting, financial reporting, treasury, revenue management and financial performance monitoring
Ensure that internal financial targets and budgets are fully consistent with the strategic plan and relevant agreements with government
Establish and maintain effective financial governance, internal controls and risk management systems to safeguard the organisation’s financial resources
Oversee the preparation and submission of accurate and timely financial reports, annual financial statements and statutory returns
Provide effective leadership and management of the Finance Division by promoting high performance, employee development, sound governance and a culture of accountability and continuous improvement.  
 
Minimum requirements & key competencies:
Charted Accountant (CA) SA
Honours Degree in Accounting/Finance/Business/Economics or relevant post graduate qualification in Accounting/Finance/Business/Economics (NQF Level 8)
15 years’ experience in a financial management environment, including at least 10 years in a senior management role, of which a minimum of 5 years must have been served in a Chief Financial Officer (CFO) position
Experience as a Chief Financial Officer in a public sector entity of similar size, complexity, and operational environment
Sound knowledge of annual financial statements, GRAP standards, internal control, asset management audit and budget management
Knowledge and experience of Accounting Systems and Standards in line with the PFMA
Good comprehension of financial accounting frameworks and ability to analyse business needs
Ability to exercise sound judgement and make decisions based on accurate analysis
Ability to manage well at all levels of the organization and with external stakeholders
Excellent work ethic, deadline driven and attention to detail

Builds organisational capability to deliver greater results
Exemplifies personal drive and integrity by adhering to and promoting the organizations values and aligning processes accordingly
Understands the entity’s direction and role within government and aligns activities with strategies
