ATO INSPECTOR (PILOT)

Reports to – Manager-Training (first line manager) and Senior Manager – Personnel Licensing (second line manager)
 
About the position:
Responsible for processing applications relating to Approved Training Organisations (ATOs), Declared Training Organisations (DTOs), and Flight Simulation Training Devices (FSTDs), conducting audits of approved and declared training organisations, and assessing compliance with the South African Civil Aviation Regulations, 2011 (as amended), ICAO Annex 1, and internal policies and standards.
 
Education Required
Minimum
    • A CPL with a Grade II Flight Instructor rating issued under Part 61 of the Civil Aviation Regulations 2011 and
    • 300 hours’ flight instructor training experience or SAAF Pilot with Category B Instructor rating.
Ideal
    • Airline Transport Pilot Licence with Grade I Flight Instructor rating with 500 hours’ flight instructor.
    • Sound knowledge of training and training administration.
 
Experience Required:
    • Gr II Flight Instructor rating (Part 61), minimum time spent in job – 300 hours

CATS and CAR Development
 
  • In co-operation with Manager Training develop and implement Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards (CATS) for the Civil Aviation Regulations Part 141 in compliance with the Standards and Recommended Practices of ICAO Annex 1,

Operational Management
 
  • Conduct assigned audits on all Part 141 Certificate holders conducting aviation training as per the Master Surveillance Plan to establish compliance.
  • Conduct assigned qualification audits on all Part 60 Certificate holders conducting aviation training as per the Master Surveillance Plan to establish compliance.
  • Conduct audits and inspections as per  Procedures to establish compliance.
  • Make relevant recommendations pertaining to safety management systems where applicable.
  • Make relevant recommendations pertaining to Risk and Performance Based systems where applicable.
  • Recommend enforcement measures with respect to regulatory non-compliances.
  • Provide factual reports of audits and inspections conducted on the training organisations.
  • Monitor and follow up on the implementation of corrective action and the closure of action within allocated time frames.
  • Facilitate approval, and their maintenance with respect to Training and Procedures Manuals
  • Investigate and recommend action to the Director on any deviations to the requirements.
  • Develop and implement standards for licensing administration that ensures adherence to requirements.
  • Introduce adequate control measures to enable  to effectively carry out its mandate of Safety and Security Oversight
  • Update and amend all documentation, checklists and procedures to ensure compliance with the regulations.
  • Recommending the approval/denial/withdrawal of exemptions and special approvals.
  • Provide direct support to the legal system on enforcement issues

  • Liaise with industry to record problem-solving solutions and convey knowledge to the industry to allow for the improvement of standards.
