Purpose of the post:
To provide human resources and administration services ensuring policy compliance and managing daily operations in support of the organizational goals.
Description of tasks:
Enhance recruitment and selection processes:
Develop innovative strategies and plans for recruitment and selection
Monitor human resource systems and practices throughout the organisation
Develop, review and ensure implementation of policies, procedures, and processes
Monitor and update the implementation of retention strategies
Ensure the implementation of the recruitment, selection and retention processes
Enhanced management of general administration and policy reviews:
Coordinate inputs and process all HRSM reports
Facilitate the drafting and review of all HRSM policies and guidelines
Ensure the promotion of the HR policies to the DSTI staff
Coordinate the induction of the new DSTI staff on corporate services processes
Enhanced management and administration of benefits and conditions and establishment (leave, housing allowance, medical aid, termination, long service, overtime, relocation, pension benefits, grade progression etc.:
Ensure the implementation of any amendments on conditions of service
Verify details of the captured transactions on Persal within specified timeframes
Manage updating of the staff establishment
Approve the transaction on PERSAL
Ensure accurate allocation of objective and responsibility codes on PERSAL
Monitor implementation of changes on PERSAL and verify that information on PERSAL correlates with the entire establishment
Perform Persal Controller functions
Advice on Human Resources issues, norms and standards:
Provide support and advice on human resources norms, standards and processes
Manage human resources:
Manage human resources and other administrative related functions.
Coaching and mentoring employees
Perform other duties, including administrative related to the job for effective performance of the Unit.
Develop, implement and maintain process to ensure proper control of work, compile and submit required administrative reports.
Plan, allocation and quality control of work delivered by employees
Provide functional advice and technical guidance to the teams and management
Knowledge:
Knowledge and understanding of DSTI policies and procedures
Understanding of office administration activities and processes
Knowledge and understanding of public service regulations,
Knowledge and understanding of the Public Finance Management Act

Qualification and Experience minimum requirements:
NQF level 6 in Human Resources Management / Human Resources Development / Industrial Psychology / Public Management/Administration / Operations Management / Labour Relations / Social Sciences / Management Services or other related equivalent relevant qualification.
At least 3 years’ experience at supervisory or middle management within Human Resources.
