Purpose of the post:
To facilitate and coordinate the implementation of talent and performance management within the Department.
Description of tasks:
Develop and maintain talent (HRD) and performance management policy infrastructure:
Develop and maintain HRD strategic plan
Develop and maintain Learning and Development policies:
Develop and maintain guidelines Internship
Develop and maintain PMDS policy and procedural manual
Develop and maintain the following guidelines:
-Leadership & Management Development
-Mentoring and Coaching
-Reward and recognition
-Job Rotation
-Induction and orientation
Develop and maintain the talent management and succession planning strategy
Facilitate awareness / advocacy of the Talent management and PMDS policies, guidelines and manuals
Manage the implementation of the Learning & Development Policy, governance & compliance:
Conduct development needs identification for compilation of WSP Plan
Facilitate the development of WSP and Training Report for approval and submission to PSETA
Facilitate development of the HRD Implementation Plan for approval and submission in compliance with DPSA HRD Strategic Framework.
Facilitate development of Annual Report on Graduate Development Programme
Facilitate the implementation of development interventions in the alignment to the WSP and HRD
Implementation Plan
Manage and implement career management and graduate development programmes:
Facilitate the administration of bursary programme (Adjudication of bursary applications; awarding; bursary contracting)
Facilitate the recruitment, placement and training of Interns (advertisement, shortlisting; interviews; placement; induction and training)
Monitor maintenance and auditing of bursary and internship electronic records management and manual filing system
Facilitate career advice, guidance, and counselling
Manage the implementation of the talent management and succession planning strategy:
Facilitate onboarding (incl. induction) processes for Department employees.
Conduct competency profiling (e.g. skills audit) for all Department employees.
Facilitate the implementation of career development plans.
Facilitate the organisational wide HR intervention plan.
Facilitate competency assessments for employees to identify developmental gaps.
Identify and ensure implementation of recommendations based on outcomes of the assessments.
Implement succession and retention plans.
Manage the implementation of the PMDS policy & procedure manual:
Oversee the implementation of policy/ guidelines of performance management system
Facilitate quality assurance of SMS performance agreements in alignment to Operational Plans and Annual Performance Plans
Facilitate performance appeals processes (agreements and assessments)
Facilitate implementation of performance reward and recognition
Manage implementation of performance enhancement plans:
Planning and designing of interventions where lack of expertise is detected through performance
Monitor progress on the agreed performance improvement plans
Establish a link with the Sub directorate raining and Development to identify gaps that need to be addressed.
Monitor progress on the agreed performance improvement plans in line with DPSA legislative requirements.
Effective management of newly appointed employees Induction and Probation:
Facilitate implementation of Induction of newly appointed employees.
Timely coordination of probation
Monitor submission of probation reports and conduct quality assurance.
Coordinate identification of developmental needs and coordination of Development intervention to address the need.
Management of resources and other administrative activities:
Manage human resources.
Coaching and mentoring employees
Perform other duties, including administrative related to the job for effective performance of the Unit.
Plan, allocation and quality control of work delivered by employees
Provide functional advice and technical guidance to management and stakeholders
Knowledge:

Understanding of the National Skills Development Strategy, National Human Resource Development Strategy and HRD Strategic Framework for the Public Service
Knowledge and understanding of Departmental policies that inform skills development, training and talent management interventions
Understanding of career development and management development activities and processes
Knowledge of training records management including training database management
Understanding of the importance of effectiveness and efficiency of training information
Understanding of strategic HRMD
Understanding of HRD environment

Qualification and Experience minimum requirements:
NQF level 6 qualification in Human Resources Management/ Human Resources Development/ Industrial Psychology/ Public Management/ Administration/ Operations Management or other related equivalent relevant qualifications.
Skills Development Facilitator certificate
At least 3 years’ experience in Talent Management and Performance Management environment at supervisory or middle management
