Job Purpose Statement  To plan, develop and implement security plans, policies, procedures, processes and systems and manage security operations for all properties within the organisations precinct, including  remote properties and future developments.  
 
  
Key Performance Areas  Security Strategy, Policies and Systems  
  • Manage security operations for organisations precinct,  owned remote properties and future development as per corporation master plan.
  • Plan, direct, and manage coordination of security activities to safeguard company assets, employees, guests or others on company property.
  • Plan, develop, implement security policies, procedures, processes, systems and plans for the precinct.
  • Advise on and direct installations of electronic security systems such as CCTV surveillance, access and egress controls, burglar alarms, smoke detectors and outdoor perimeter alarms.
  • Manage effective operations and control the CCTV monitoring equipment, to prevent security breaches and react promptly to any detected security breach or emergencies.
  • Manage Permit Office operations and monitor the access control system including issuing, control of permits, access reports in accordance with the applicable policies and procedures.
  • Manage security personnel to conduct regular patrols on company owned land including the Special Economic Zone / Customs Controlled Area areas to prevent security breaches, illegal dumping, illegal occupation and compilation of patrol reports highlighting all findings.
  • Maintain system information and back-ups of incident information.  
  • Complete appropriate administration procedures in connection with any relevant incidents monitored through CCTV system.
  • Activate emergency response plan in conjunction with Safety Department.
  • Compile authorization to procure, Request for Purchase (RFP’s) Request for Quote (RFQ’s) with budget computation for security department and ensure correct specification is delivered.
  • Arrange and provide Very Important Persons (VIP), Board members and Executives with protection when required.
 
Relationship Management and Awareness  
  • Attend meetings to share intelligence with other security managers and stakeholders to keep abreast of changes in executive legislative, directives and new technologies impacting security operational activities.
  • Maintain knowledge of security industry trends, current security technology by updating management on risks and threats that could impact on company business.
  • Develop and implement regular security briefing sessions to company employees and tenants to educate and increase awareness of everyday personal and commercial security issues.
  • Coordinate security operations with public law enforcement agencies.
  • Analyse and evaluate security operations to identify risks or opportunities for improvements.
  • Conduct security planning for escorts, VIP protection during events, tours for international visitors in support of marketing department.
  • Plan and conduct escorts for VIP protection and international visitors during events and precinct tours in support of Marketing Department.
  • Conduct security awareness through inductions to employees and tenants in company premises.
  • Receive and resolve all tenants’ security queries effectively to ensure that the companies interests are protected, tenants’ rights are respected and relationships are maintained.
 
Risk Management  
  • Conduct annual security risk management assessments, develop risk mitigating strategies for the company and assist tenants in developing their risk mitigating strategies.
  • Undertake annual evaluations of existing company properties and land to ensure that property security standards are maintained within company standards and other relevant regulations.
  • Liaise with law enforcement and government security agencies like the State Security Agencies (SSA), The President’s Office and the Premier’s Office to assist in investigations of accidents, criminal incidents at functions hosted by the company.
  • Manage, coordinate and conduct alcohol breathalyzer tests where required.
  • Respond to medical emergencies, bomb threats, fire alarms, intruder detection by following emergency response procedures.
  • Manage and update the Security Plan.
  • Manage reporting and follow up on infrastructure repairs with the Facilities Maintenance Department.
 
Security Investigations  
  • Conduct investigations on security breaches and implement preventative measures.
  • Conduct criminal and disciplinary investigations as directed by management and Company Board.
  • Investigate damages on property and assist the company to recover any loss suffered from the third party.
  • Preserve and present evidence in disciplinary enquiry or court of law.
  • Cooperate with relevant authorities like Detectives, Crime Intelligence and SSA during investigations.
 
Security Contract Management  
  • Manage security contracts of the company facilities ensuring that effective security is provided to the company and tenants.
  • Manage outsourced security contracts ensuring that security services are provided to the company and tenants according to the Service Level Agreement (SLA) and best practice industry norms.
  • Conduct inspections on security service provider, attendance and manage their performance on company sites.
  • Manage duty roster to monitor attendance.
  • Manage budgets for security contracts.
  • Conduct security audits, raise penalties and submit credit notes for non- compliance.  
  • Ensure continuous improvement by holding monthly meetings with service providers.
 
Occupational Health and Safety  
  • Joint co-ordination with Safety, Health, Environment and Quality (SHEQ) team for emergency drills and exercises for the company facilities and ensure state of readiness in dealing with any eventuality.
 
People Management  
  • Manage and motivate security staff to achieve maximum performance by training, coaching, mentoring & skills development.
  • Draft and discuss all Job Descriptions, Performance Agreements and Performance Assessments with Executive Assets and Operations for review.
  • Plan for and manage all recruitment needs for area of responsibility.
  • Draft and review procurement plans and budgets.
 
Qualifications, Knowledge, Skills and Behavioural Competencies Required  
  • National Diploma in Security Management, Policing, Forensic Investigations or similar.
  • At least 8 – 10 years’ experience in security or equivalent industry, including 3 years’ experience in a similar management role.
  • Must be in possession of PSIRA Grade B training or obtain within six months of appointment.
  • Must be physically fit to carry out security duties as assigned.
  • Code EB Driver’s Licence.
  • Computer Literacy: MS Office: Word, PowerPoint and Excel.
  • Contract management experience.
  • Knowledge of current security technology.
  • Knowledge of criminal investigation methods/law enforcement.
  • Knowledge of relevant legislations.

Recruitment and Selection Process  The process will consist of the following steps:

Remuneration and Benefits  
  • R757,200 to R1,135,800 Total Cost to Company.
  • Cellphone allowance of R1,251 per month.
  • Non-guaranteed performance bonus.
  • 22 Working days leave per annum.
