Overview:
Responsible for licensing standards and regulations for pilot licenses; oversight of designated flight examiners, oversight of examination centres as well as the certification and continued safety oversight of Aviation Training Organisations and the qualification of flight simulator training devices.
 
Tertiary Qualifications/Education:
Minimum Requirements-
 
    • Valid ATPL (A) or (H) licence or ATP Theoretical examination credits
    • Valid instrument rating for CPL (A), but not required if the holder of a CPL (H)
    • Grade 2 Flight Instructor Rating
    • ME Type Rating
 
Ideal:
    • Airline Transport Pilot Licence with Grade I Flight instructor rating.
    • Sound knowledge of training and training administration.
 
 Experience Required:
Minimum-
 
Job Title/Function:
    • Grade 2 Flight Instructor rating (Part 61) – 500 Hours minimum time spent in the job
 
    • Type rating on multi-engine (ME) turbine – High Performance added advantage

 CATS and CAR Development  
    • In co-operation with Managers: Licensing and Examinations
    • Develop and implement Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards (CATS) in line with the Civil Aviation Regulations and in compliance with the ICAO SARPs  – 30 %
 
Operational Management  
  • Approve and conduct audits on all Part 141 Certificate holders conducting aviation training as per the Master Surveillance Plan to establish compliance.
  • Qualify FSTDs regulated by Part 60 and conduct audits as per the Master Surveillance Plan to establish compliance.
  • Conduct audits and inspections as per Procedures to establish compliance
  • Provide oversight the activities of designated
  • Make relevant recommendations pertaining to safety management systems.
  • Recommend enforcement measures with respect to regulatory non-compliances
  • Provide factual reports of audits and inspections conducted on the training organisations.
  • Monitor and follow up on the implementation of corrective action and the closure of action within allocated time frames.
  • Facilitate approval, and their maintenance with respect to Training and Procedures Manuals
Support the Licensing Administration function within the organisation, including the assessment of applications, against legal requirements in accordance with the provisions of the Civil Aviation Regulations 2011, Parts 60,61, 62, 63, 64, 68, 69, 71 and 101
  • Investigate and recommend action to the Director on any deviations to the requirements.
  • Introduce adequate control measures to enable the organisation to effectively carry out its mandate of Safety and Security Oversight
  • Update and amend all documentation, checklists and procedures to ensure compliance with the regulations.
  • Recommending the approval/denial/withdrawal of exemptions and special approvals.
  • Provide direct entry support to the legal system on enforcement issues  – 40%
  
Communications and Safety Promotion  
  • Project a professional and positive image of the organisation to all stakeholders.
  • Provide industry feedback to the Manager
 – 10%  
 
Industry Liaison and Client Service Standards  
  • Participate with industry through workshops and conferences in the development of:
  • Practical examination/testing/training standards
  • The oversight system to portray a positive image of the company.
  • Liaise with industry to record problem-solving solutions and convey knowledge to the industry to allow for the improvement of standards.
  • Resolve customer issues while abiding by regulations and internal policies  – 20%
